 Teacher Unions Issue Urgent Notice Over Unpaid Promotion Arrears and Outstanding Agreements

Accra, September 23, 2026 — The three major teacher unions have issued an urgent notice to teachers over concerns regarding the implementation of the 2025 promotion placements and the payment of related arrears.

In a notice dated Tuesday, September 22, 2026, the Ghana National Association of Teachers (GNAT), National Association of Graduate Teachers (NAGRAT), and Pre-Tertiary Education Teachers’ Association of Ghana (PRETAG) said they had become concerned that the 2025 promotion placements, together with the payment of arrears, had not been fully implemented.

According to the unions, the development is contrary to an agreement reached with government under which all affected teachers were expected to be automatically placed by the end of September 2026.

The unions also cited other outstanding concerns, including:

  • Renewal of the Collective Agreement.
  • Payment of Derived Area Allowance, among other issues.

The teacher unions warned that if the outstanding issues were not addressed by midday on Thursday, September 24, 2026, they would no longer be able to restrain teachers from taking action.

The notice urged teachers to remain calm and follow official directives from their leadership while participating in any actions announced by the unions.

The statement was signed by Thomas T. Musah, General Secretary of GNAT; Jacob Anaba, President of NAGRAT; and King Ali Awudu, President of PRETAG.

The unions concluded by saying that the notice was “not a threat but a promise,” while calling on government to address the outstanding concerns.
